If you haven't got things fixed yet, to get the tabs back in Display Properties, go to
Kelly's Korner, scroll down to line 285 and in the right-hand column, click on "Restore All Display Tabs" to download a small reg file.
After downloading, run the file according to the directions at the top of the Kelly's Korner page.
Once you have the tabs back, in Display Propeties, go to the Desktop tab, click the Customize button, go to the Web tab. Uncheck anything that's checked there, click OK and OK again. See if the wallpaper starts working again.
