Go into the bios and look for the boot order/options settings. It may be in the advanced screens. Find the "boot from USB" option and remove the check mark, save settings and exit.

A real simple solution would be "don't turn on the printer until the computer has finished booting". From your post: The PC also boots up speedily when the HP3210 is turned off or the USB cable is disconnected.
