Del Latitude 505 modem issue

hi all,

i am trying to connect to my dial up connection through my Dell Latitude 505 Laptop but i get "Error 633 The modem (or the connecting device) is in use....."
I tried googling for this error. Most of the links say that there should be a telephon.ini missing so create the ini using tapii.exe but neither the exe nor the ini file is present in my system

Can any one tell me what could be the issue
