Sound Card Installed, but Sound Panel Applet Grayed Out

Problem:
My Audigy 2 Sound Card is installed and the drivers are loaded, but the Sound and Devices Control Panel applet is completely grayed out. Any audio apps I load come back with a device not working or device in use error. The devices appear to be loaded without error in Device Manager.
This card has been used in several prior motherboards, but I just changed out my media PC to this ASUS board and now it doesn't want to work. Actually, nothing was grayed out though until a few days ago, which makes me wonder about the Windows Auto updates. The CD Digital passthrough sound works.

System:
Mainboard: ASUS P4C800-E Deluxe (Intel 82801EB/82875P)
Soundcard: Creative SoundBlaster Audigy 2 ZS Platinum (0350)
AC97 Onboard Sound is disabled in BIOS
All onboard features, except USB are disabled
All WinXP Patches from MS are installed
Windows Audio Service is Started

Drivers Loaded:
Creative Game Port
Creative SB Audigy 2 ZS (WDM)
Legacy Audio Drivers

Things I've tried:
Changing PCI slots
Installing the original drivers
Installing the newest drivers
Starting nearly every stopped service on the computer
Combinations of things (uninstalling, removing card, rebooting, etc)

Could the problem be the result of a recent Windows Automatic Update?

Could the problem have something to do with this service that won't start?

Also of no effect:
SFC /SCANNOW
Intel chipset Install utility

May be irrelevant but I seem to recall some Creative cards/drivers/software conflicting with XP SP2. Don't know if they got it sorted between them.

I have reinstalled WinXP Pro and apps in the following order and I appear to have working digital sound output to my external decoder:
Windows XP Pro SP2
All Critical Updates for Windows XP Pro SP2
ATI Catalyst Video drivers
Original Creative Software from the CD
Updated Creative Drivers
ATI HDTV Tuner Drivers
Tirav2.1 Drivers
Daemon Tools v3.3
Girder v3.31

I set system restore points between each driver install.

So I think I'm all set now.
