DVD/CD-ROM not reading

I have a DVD/CD ROM drive I have formatted a whole PC and installed a Windows SP3 and now the CD Rom doesn't work.

If I put a music or movie CD/DVD it workd fine, but if I put a CD with copied files or music or video or programs it doesn't work. If I do right-click on the e: drive it opens but its shows blank no files.

I have checked by using couple of others CD i have but same issue. DVD works but its doesn't pickup CD.

I have check in Device manager and it says that it is working properly, also tried uninstalling the drive and rebooting the PC it picks up the DVD/CD ROM but same issue.
