same ip = same user?

well, me and my buddy here are in the same class, so we are both connected via the same proxy, so we have the same ip address.

For some reason, when he loaded a page, he is logged in as me.

vBulletin remembers by setting a cookie in the computer.

If you are using another server to cache the data from the internet and your friends computer is connected to the same, that can also cause problem.
