Steam 1.6 sharing

I just downloaded the new Counter-strike Steam
How can i share it so other users without the administraters account can play it
The error message that comes up when i try to activate the program from another user name is:

Fatal Error: Unable to write to current steam.

i been trying to do some stuff than 1.6 can't handle.. still too many error... stick with 1.5.. steam 1.6 is whack!
