Silent hill 3 not on xbox

Can some one please tell me why the makers of silent hill put silent hill 2 on xbox and ps2, silent hill 3 only on ps2 and now they are now putting silent hill 4 on xbox and ps2, whats the deal with all this.

You will probably find that there is not enough difference between some versions to code up for different platforms.
