Video Vs. Video Capture Cards

I'm not sure which way I'm looking to go. What I want to do is move all my VHS tapes to DVD.

This is what I'm working with:

Would I just need a decent external video capture card?? I'm confused as to whether you need to replace your video card or if you can just buy an external capture card. If an external capture card is good....any suggestions on types to make decent DVD's but not outrageously priced.
