Lightbulb Why does the timing on the latency of RAM matter?

Okay, I understand that the latency of RAM is its clock cycle. Since it is apparent that the lower the latency the better the RAM is at performing its duties then it makes total since to have a lower latency RAM. However, if you have RAM that is making thousands of cycles per second at a latency that is 2-3-3-6; is it going to be that much better than a latency of RAM at 2.5-3-3-8? Will games and video editing perform much better with the lower settings or are we talking hundreths of a percent improvement?

Any thoughts would be highly apprectiated. THANKS!
