You can get a helluva lot more for your money that way, and it's not difficult. I just built one for my wife, whose computer needs are not great, for $200. I re-used a few extra optical drives and IDE hard drives laying around, and a pair of (obsolescent) 184-pin DDR modules, total 1 GB RAM. Plus an unused CRT monitor, speakers, AGP video card, and printer. Great way to re-use stuff. Loaded Win2K Pro on it, might as well get some more use out of that as well, since this box is running XP Pro.
Unless you're into gaming big-time (which means more memory and high-end video card, among other things), the main considerations are matching the mobo with the chip, and putting in an adequate power supply.
My wife likes the side window and blue LED fans, heh. I tested it with some video encoders (video is my hobby) and it's not bad at all. Better than realtime MPEG2 encoding with Cinema Craft Encoder, 2-pass, variable bitrate. Not a cutting-edge machine, but perfectly adequate, I'd have no problem using it myself as my primary computer.
Now, your requirements are different, obviously, but again, you could build quite a respectable computer for a thousand or so, even assuming you can't re-use anything.
