!Silent PSU Between 700-100 Watts!

Hi Everyone i'm wonering if any of you know about a silent or very quiet psu money isn't to much off a problem i can spend up to around the 300 mark.
I have got 1 in mind which is the Zalman ZM_850HP 850 Watt is this good and quiet

also iv'e heard that the thermaltake tough power is a good series but are they quiet.
if any off u have any of these please tell me what they are like
