1. Check if you can get a floppy disk correctly read in the Safe Mode. If cannot, go on steps 2.
2. Check if you can get a floppy disk correctly read in the MS-DOS mode. To enter MS-DOS mode, make a Windows 98 startup disk on another computer, boot your computer with it.
If you can boot it, then the disk should be detected correctly in DOS mode.
the rest of the troubleshooting will leave on the hardware.
do you have any special hardware installed? I mean these except for a common PC, such as a zip driver, an extra PCI/IEEE 1394 port card or some other special card.
If there is any, unplug them one by one and check if the problem still occurs in normal mode.
