Weird Monitor Problem

Do you have a different resolution in games such as (Counter-Strike, Condition Zero, and etc) than you have set in your desktop?

When ever I finish playing Steam CS 1.6 or Condition Zero. My windows look out of porportion in the screen. Saying that my start bar is either too off to the right too much or the left.

Have you ever had this problem?

I'm running

Intel 1.5 Ghz
GeForce 4 Ti 4200 128MB (Driver up to date)

Is there any solution to this?

what is your monitor screen refresh rate set at? i usually run mine at 75 hertz and dont have problems, i think default is 60, but it does what you describe on my machine when set that low, any higher then 75 i get graphics problems with some games.
