Strange Mouse Problem

I am trying to fix a strange problem with the mice on 2 computers. When you reboot the computers, when they system comes back up the mouse doesn't work- the pointer appears but it does not move. Then if you reboot again the problem is resolved. The next time you turn the computer off and on the same problem occurs. This happens on 2 computers: one with a wireless mouse (it also happens on that computer when you use a wired mouse) and the second computer uses a wired mouse. Anybody have any suggestions???

Forgot to put some of the specs of the computers: they are both running XP Professional. P4 processors. 80GB Hard Drives (plenty of space left on both). Minimum 256mb RAM. Like I mentioned above, one of the computers is using a wired mouse, the other is using a wireless mouse (not an optical one, one with a ball). However, the one using the wireless mouse still experiences the problem when using a wired mouse.
