outlook express

Yesterday, our computer got turned off because our power went out. When we went to open outlook express, and got this error message-

Outlook express could not be started. The application was unable to open the outlook express message store. Your computer may be out of memory or your disk is full. Contact microsoft support for further assistance.

When I click ok, I get this one-

Outlook express could not be started because MSOE.DLL could not be initialized. Outlook express may not be installed correctly.

Any help on this would be greatly appreciated.
I know my computer has space, it is just over half full.

Is there anything else you know of? Can't do the second one, and the third one is risky, considering all the other stuff on my computer, that is not backed up.
