yes you do
yea you do have to to a full install. whenever you change the cpu or mobo you really should do a fresh install. ive seen instances where you didnt but there were major instability issues in time. ive you dont want your pc totally crash eventually possibly causing you to lose lots of data i would just do a fresh install of windows anytime you replace the cpu and/or mobo. this is because windows configures itself to your cpu and your mobos bios. changing this suddenly can cause windows to freak out (thats a technical term by the way  )
