2nd HD Turns On and Off

I am trying to add a second hard drive as a slave (the first hdd is the master) but when I turn my computer on (havent even booted into windows xp yet), my second hdd keeps turning on and off. It sounds like it's "parking" the head-carrier, then spins down the motor (just like when computer goes on stanby), and then spins up the motor again in second. It keeps repeating this off-on cycle again and again. The surface is not damaged and no data is lost or even on it...its brand new.

I have tried 2 PSU plus different plugs to ensure that the second hdd is getting sufficient power. I have tried to disable SMART in BIOS but this is not the cause. At one point it stopped turning on and off but at the motherboard logo it said "Primary Slave Drive Fails" and asks whether I want to go into BIOS or Continue. Could anyone help please?

It's not unknown for brand new drives to be faulty. Tell the supplier and have it exchanged.
