Wireless Desktop Network Card

I don't really have a problem with my hardware, it was actually just a question of me getting some hardware and seeing if it works. I am currently running a Dell Optiplex Gx200 computer, which has Windows XP. I have a dial-up internet connection, which is driving me crazy, but I am not commited enough to paying the full cost of DSL/Cable. So, I thought of this. If I went to the store, and bought a Wireless Desktop Network Card, could it pick up a signal, from somewhere in my neighborhood, and let me use there high-speed connection?

Um...actually, I think I will pass on the whole Wireless Thing. After reading that, I don't want to have anything to do with it.
