HELP ME or a computer dies

My computer is always on. The only way i can turn the computer off is to cut of thee power. By using the power supply's back cut-off switch. Sorry I wasn't clear earlier.

what do u mean u switched you power supply cables? Make sure your power button is connected in the right location

This is a computer that I was building. There is no os on it. The bios was working until this problem came up. And also nothing appears on the screen. Yet the hard drive is spinning and the fan is working.

check your to make sure ur video card is workign and plugged in. Also, if i have an extra board, plug the video card into that and see if it works. if it does,, then try using a pci video card with ur custo machine, if that doesnt work then u need a new board. happened to me when i bought it off of ebay(dont worry ebay is still cool! i got this laptop cheap from it so dont think badly of it! i bought the board AS IS so...) If the video card didnt work on a dif board then get a new viedo card. Simple as a pi(3.14.......)

It is connected to the Motherboard's standard (I'm getting a new video card)

Same thing happened to me. i built my own computer a while ago, but then i got a new hard drive, and tried to install that, i played with it for a little while, but then that same thing happened to me, i can only turn it off in the back, and the monitor doesnt respond, everything seems to be running, but i dont get any response. And i recently just got a new video card, and i know it works, so i know its not the video card. So i think i might need a new board too.
