Laptop Battery Problem

I own a ACER 350TE laptop

My problem is when I start to use a recon battery , I fully charge the battery and try to use it

The power meter indicator drop very fast , from 100% to 10% in just 10 minutes , so i thought i just leave for a while until it drain completely and then recharge ..but it took about more than an hour for this 10% to completly finish ...why is it so ?

ANother problem , I cannot boot from this battery unless it is fully charige at 100% , the battery also charge at a very fast rate from 5% to 100% in less than 10 minutes

Anyone can help out

thanks
