100% CPU Usage!?!?!?!

Hi,

Im having a problem with my computer in that when i switch it on and windows boots up, it seems to be running slow. And when i open task manager and look at the CPU usage bit it shows up as 100% and stays like that. Its not always that it happens but every other time the computer boots. And some programs in the taskbar usually appear but dont when its stuck on 100%
Ive updated drivers for everything and most things i know about are up to date.
The computers still usable but its far too annoying and i dont want to have payed so much money for a slow computer that should be going fast!!
It only started after i installed a hauppauge TV Card (see below)

System Specs:

P4 2.8Ghz (prescott)
Asus P4V8X-X Motherboard
Maxtor 80Gig Ide Hard Drive
Lg DVD-Ram Drive
500w PSU
ATI Radeon 9550 128MB
Hauppauge WinTV HVR-1100
512MB OCZ Memory

start > run > type in msconfig > startup tab ....... check the processes that are set to run at start up, it may be some software from the tv tuner card that is:
a/. loading
b/. updating
c/. doing a scheduled search or similar

you can try to check for spyware and adware on your computer i had taht one time ad i was loaded with spywar programs and dialers that were slowing down my computer really bad, just a thought to check
