Computer freezes ALL the time, a bit different from other topics

Well right now I see there's a topic that I read about the guys computer freezing when he plays games and stuff.

Well my problem is with the computer jsut freezing ALL the time!!!! It freezes on bootup, while running programs, while windows is loading, and when I'm changing BIOS settings in the CMOS setup at bootup. So it's definitely not a Windows problem. So basically it freezes just whenever. And I really mean whenever...

IDK if the problem is linked or not but sometiumes the computer doesn't turn on at all. THere have been problems with this though LONG before the computer actually started freezing all the time. It usually came on in periods, like for a wek the computer would keep doing this. Then for like 2 months I don't have problems with it again. What happens is the computer turns on but there is no vidoe signal to the gfx card and NOTHING is happening what so ever. It doesn't even beep or anyhting. There's a slight chance it's overheating, but this also happens when I haven't used the computer for a day. It keeps happening right now BTW. And usually I can solve it with a really weird trick. I unplug the monitor, push the reset button, and plug it back in. "Magically" the computer starts to boot up. Something to do with the monitor I guess. It happens on both monitors I have at home. And it's probably not a gfx card problem either. I used to think it was cuz the motherboard has an integrated gfx chip. Then I got an ATI radeon 9250 with 256 MB and it still happens. Sometimes the power LED doens't even light up. So it could be a motherboard problem. One time the computer wouldnt even turn on when I pushed the power button. I came back later without touching anyhting and it worked.

Anyway, about the freezong randomly problem:

Ima try scanning the RAM chips with a utility soon as soon as I can get the computer to start. Sometimes I can actually get the computer to run fine and I'm doing stuff on it and stuff, and I shut it down when I'm done with no problems. THat's when I'm lucky and have been sitting there for like 30 mins resetting my computer over and over. I don't know whether it's coincidence or not but whenever I play Doom 3 the computer NEVER freezes. NEVER! I can probably play it for 24 hours straight and it would run fine. THe problem is getting the computer to actually start without freezing on the way. Then again it might B coincidence. Maybe it's the heavy conitnusous load that Doom 3 puts on the computer that keeps it in a constant state of working? Cuz when I play Halo it usually freezes, although there were 2 times when I played it to my hearts content without freezing and got off the computer with no problems.

It was a long post but I provided as many details as I could. O yeah I also saw that the problem might B dust? Heh... And there is some dust on the motherboard. I'm wondering what a good way to wipe dust off a motherboard would be. Obviously im not gonna use a wet paper towel like I normally do.

And O yeah sometiems the harddrive seems to get corrupted or soemthing and when windows starts it detects errors so it scans the disk. It always fixes file indexes or somehting and after that it's all good. This onyl started happening when the computer started freezing. So maybe it is a RAM problem cuz I read soemwhere that over time bad RAM writes corrupted data to harddrives.

But anyway, if there are other problems that might lead to this, I'd like to get soem ideas on how to fix it. The trouble is that I mgiht not be able to actually test the RAM without the computer freezing.
