Thumbs down Strange bootup problem after restart.

I have Athlon XP 2200+ with Gigabyte 7VA board, Geforce FX5200, 512 RAM, 120GB HDD. All was going well before a strange problem started.
When i restart my pc after running for a while the pc doesnot boot! There is no startup beep and monitors turn goes to standby. After keeping it off for 10-30 mins depending upon the time it was on, the pc starts again normally and continues to work without problem no matter how long it stays on!

I have taken every thing out and cleaned it! Even opened the power supply and cleaned it. There was little rust in power supply.

One thing more i like to mention, during recent rains the humidity reached 95-98%. I used to turn off the power from wall socket at night after turning off my pc because the power supply would stay warm. and in the morning i faced problems in turning it back on. I found out that current was flowing through the casing!!! It would take 10-15 mins, after i turned on power from wall socket, for the power supply to heat up and evaporate the moisture. After that it was ready to go as nothing was wrong.

I think its the power supply causing the current bootup problem but i wanted to make sure before putting my money in changing the power supply for the 2nd time. (1st time was for the graphics card but it didnt solve the problem so i had to replace the card.)

You really need a volt meter to test the output of your psu on the 12v rails, the humidity may have caused a short and the psu may be dying because of that.

The fact that your case was "live" during the rains is not good, that points to a direct short somewhere.

thanks for the reply... i did tested the pc with another psu while it was in "dead state", but still no use.
i removed the main board from casing to make sure there are no shorts, cleaned it and installed it... but no good. (insolation in good condition).

at this point i think its a "thermal" problem instead of "electrical".... i checked the cpu, graphics card and chipset heat sinks and they were cold enough to be touched by hand.

any suggestions please ?!?!?!
