can't format USB hard drive

I am using windows xp on a 4600+ asus a8n delux mother board and BFG 7800 gt oc Vido card ...
I instaled a 60gb hard in a USB 2.0 encloser and wile it shows up in the device manager and I can access it thrue " my computer" I can't seem to get it to format. I just get the message " there is no disk in the N drive "
as it's a hard drive I am not sure what to do I have tried to format it thrue both the D-manager and my computer and cheched that it shows in the Bious

Have you tried:

Control Panel -> Administrative Tools -> Computer Management -> Disc Management

Right-click the drive.

yea I did thar and after a few hours I got it formated....now how do I install windows on the silly thing to use as a repair drive ?
