Cd/dvd Drive Problem

my cd and dvd writers are not working that is they fail to wirte.

error masage comes " drive restared " during write operation.

when i play a movie DVD or VCD in the respective drives choppy video and audio is what i get.

please help, i fail to write dvds and my hard drive is overflowing with DATA.
