For downloads and assuming you are using Internet Explorer, when you click "save" a window labelled "Save as" should appear. use the drop-down arrow at the top (where it says "save in") to select your second drive (or a folder on it), then click the "Save" button.
Same applies when saving your own files. Use the "Save as" dialog box to select the second drive by using the drop-down arrow at the top.
To install programs to your second drive, that will vary from program to program, but essentially just look for a "Browse" button, click it, and you can then navigate to your second drive.
Be aware that if your C drive is full, your system will become slower as Windows has no spare room to move files in and out of memory. And even when you install programs to the second drive, some support files will inevitably be written to the Windows folder. This is a system requirement over which you have no control. Eventually Windows will keep complaining that disk space is dangerously low. You really ought to consider installing a much larger disk and put Windows on to that. 20Gb these days is ridiculously small for a modern version of Windows to run on.
