Seeing as tho your card was originally detected in Windows, you could have an operating system fault (Windows being stupid)
If you've changed PCi slots and no difference, you could try it in another PC just to confirm the card IS indeed working, if this works, then if I was you I would back up any important things on my PC and then format it.
If after a full format, and you still can not get your card detected, then your motherboard could be failing, have you tried to update the BIOS?
Is your machine a home built? or a manufacturered product?
Do other PCi devices work OK? If they do, remove all but your sound card and try again, failing this, and the card DOES work in another PC, then have your motherboard checked out / replaced.
