Hard drive acutator arm

I have a hard drive that I use as a back up drive. I was redoing the main drive and when I reattached the backup drive it started to make clicking noises and would not be found. I opened the case cover(harddrive) and powered it up and I can see that the head arm or actuator arm just swings back and forth while the plates are spinning. I used a usb IDE plug and play thing and when i connect the IDE end it lights up like it is going to read the hard drive but than when I connect the power to it the light goes out like it wont read it and than the arm just goes back and forth clicking on the magnet I guess it is. Does anyone know what could of gone wrong? Sure would like to recover my data off of this. I have also tried on a couple computers to make it a slave and it still just makes that noise. Help!!
