external IDE HDD not responding with drive ltr

I have a 20 GB IDE HDD in an external case. It lights up, and Windows says it is unrecognizable. Yet it does not show in disk management. What could be the cause? It originally was the main Win 98 OS updated to XP and ghosted on another 80 GB drive. I believe it is empty, but may have a partition. The desktop I want to make it the external for has an internal SATA running XP Pro.

P.S. The BIOS is set to Secondary HDD- Auto.

Please Help
