novatech hard drive not spinning

hi folks, ive got an old novatech desk top that hasnt been used for about 15 months because it crashed and was given up on. i decided to start from scratch and format the hd. what happens now is the hd dosnt spin but if you take the ribbon off the hd it dose, power off n on again and no hd spin. i was planning to use a windows 95 recover floppy and cd kit ive had for years (which usually works quite well) then just upgrade to xp. put the floppy in a drive and nothing happens, no beeps, cd rom seems to work but wont load anything, im wondering if it has any thing to do with the battery on the motherboard since the pc hasnt been used for so long, any ideas folks n thanks in advance
