Question Need help with old style AT power supply wiring

To start this one of the wierder power supplies I have seen in a while. Quite old. ( DSP-1454p)

Seems to have two larger wires coming out of it a positive and a ground. Which seem to build up some sort of small charge as it is plugged in but not on.

Then you have your regular AT power connectors coming out also.

Now my problem is how Can I turn this power supply on to give power to the 12v rails so I can power my 12v amp?

(My truck is outa service so I have been runnin my amp off of a power supply in my house till bout a week ago when I pumped to much amperage though it and fried it)

My previous power supply was a regular ATX and I had no problem finding the power on wire and its ground to turn it on. But this AT power supply is kicking my butt. And what are the two wires (the large 12v positive and ground for)

Any help on gettin this thing turned on would be appreciated.
