loading skin resorces failed

hi all,i mate has a internet dongle that you push into a usb port from carphone warehouse i think, when she tries to use it a message pops up saying...loading skin resources failed..please reinstall system....click ok and the message goes off and the dongle dosent load up but you can get it to connect to the internet using internet connections and dial up from there. before all this started she had uninstalled the dongle software,now it wont reinstall but it still works by going the internet connections way every time you start the pc up so i think the dongles drivers must still be there somewhere but no display for connection strength etc..any ideas folks.

ps the above,sorry should have said the dongle works ok on any other pc... and the pc os is xp.
