What point in the Boot process does the system freeze?
Are you getting any 'Error Beeps'?
In your situation I would ...
Remove all RAM sticks.
Disconnect all drives (Hard, Optical & Floppy)
Remove all Cards from AGP, PCI and ISA slots.
Re-install the RAM sticks.
Re-install the Graphics card.
Reconnect the Boot Drive.
Then
Boot the PC, if it Boots OK into Windows shutdown and then add another card. Rebooting after each addition / reconnection.
If it doesn't Boot try another Graphics Card or Memory - check these one at a time, you will soon find the culprit by process of elimination.
