optical mouse sticking

i have an intermitant problem of my tecstorm optical mouse sticking while surfing.
i have tried re-installing the drivers (that came with the mouse, there are no updates) but it made no difference.
it is not a usb mouse, and i tried someone elses mouse on my pc and that worked fine.
it seems to happen when i have not moved the mouse for a short while, when i go to move it, the pointer stays put on the screen for a few seconds before it will move.
does anyone have any ideas of why this might be happening and how i can fix it?

replace your mouse, that may not sound like a solution but trust me that is. I have built a computer for a friend of mind past weekend and brand new Microsoft Optical mouse was giving me the same problem. Just because it was new that did not mean is could not be a manufacturing defect, so replacing the mouse solved my problem.
