Laptop Not Charging

Hey! I just recently purchased a used Presario 1200 XL106 Laptop. It will not boot from a battery (that was checked to have ample charge) but has no problem with AC power. The battery icon and properties show a constant 49% and that it is charging. I have been told that it might be the "charging board" but I know little about this. I can purchase a charging board from Compaq(HP) for $64.00 but I don't want to spend that if it is not the problem. Any suggestions anybody??
