IE - Tools/Internet Options doesnt work

Trying to remove NewDotNet from my computer I renamed the file newdotnet3_23.dll that is in the windows folder and after that I was unable to access the Tools/Internet Options.
I renamed that file back to the original name and rebooted the computer but the problem persists.
When I try to open the Internet Options I have the following message: "Restrictions. Cancelled operation because existing restrictions on the computer. Contact the administrator of the system". My Internet Explorer is in portuguese and I dont know if this is the correct translation.
I have Windows Home Edition on my computer and I use to scan against spyware with adaware and spybot.

What should I do to be able to access the Internet Options on the Tools menu again ?? Any help will be very appreciated. Thanks from Rio, Brazil.

First, get rid of that nasty New.Net. Open Add/Remove programs and uninstall New.Net or NewDotNet from there if listed. If it is not listed, follow these instructions:

· From a computer that has Internet access, click on the following link:
http://www.new.net/support/uninstall6_76.exe.
· Download and save uninstall6_76.exe to Local Disc C
· Click on Start.
· Click on Run.
· In the Open window type, C:\uninstall6_76.exe.
· Click on the OK button.
· After removal, you may be prompted to reboot. Please reboot if not prompted.

If you cannot access the internet after removing New.Net:
· From a computer that has Internet access, click on the following link and download LSP-Fix:
http://www.cexx.org/lspfix.htm
· Unzip it to the desktop and run it. Check "I know what I'm doing", and then select each instance of "newdotnet3_23.dll" in the left-hand panel and click >> to move it to the right-hand panel. Then click Finish to allow LSPfix to rebuild the LSP chain. If the file "newdotnet3_23.dll" is not there simply click Finish. Do NOT remove any other file using LSP-Fix.

If IE still has the restrictions in place, go to the website below--> click "Win XP Fixes"--> from the list, find "Fix Internet Options Restriction" and folow the instructions for use:
