Networking problem

How can one resolve a problem like this: A lan card was surpose to read 100mbps after connecting to internet but at a point when it shows you 10mbps how do u make it 100mbps back?

you can force the 100MB by changing the Auto sensing in Device Manager / Network Adaptor / YOU Adaptor / property / Advance / change the Media Type to what you like.
