Cannot locate browsers plug in directory

I'm trying to install adobe flash player 9 and I'm receiving this message that set up could not locate your browsers plug in directory. I have Windows XP, Internet Explorer 6. Please help.

Plug-in directory must be located in "C:\Program Files\Internet Explorer\" , look in that directory to see if a sub directory with the name PLUGIN exist.
