IE not responding!!

Hello all. I have a PC here with me that doesn't respond to the IE icon being clicked. It just decided it wouldn't work one day, and hasn't since. I've tried downloading IE 6 to an external HD and loading it onto the PC but it fails to do so. IE 7 requires a genuine test and so I can't do that. Any suggestions would be great, thanks.

I have had two PC's do that. The first one, I had just installed ie7 and had to do a reboot.

The other I rebooted the computer and clicked the ie7 icon and nothing would happen. So I pulled up the internet using the run command and I had to fill in the settings for ie7 but after that the icon worked. I have been having random glitches with ie7 so I hope this helps.
