I am facing a vital problem of error 35

What is the error 35? When i linked to another page at the time of surfing, a message shows that "Could not connect to MySQL Server: Can't create a new thread (errno 35). If you are not out of available memory, you can consult the manual for a possible OS-dependent bug". Plz anybody solve this problem.
