rapidshare is a 'owned One-click hosting site that operates from Switzerland and is financed by the subscriptions of paying users'. This basically means that it's an online peer to peer file sharing network online.
The download speeds you get from any website aren't a comparison to what speed your line runs at. Your download speed is 512KB but rapidshares download rate could be limited to 56KB per person.
This doesn't mean that your Internet is slow, I bet if you went to somewhere else you could increase the speed by a factor of 3!
