can't dial up automatically

I'm using Windows XP version 5.1 Build 2600. I've used Norton and spyware detectors to get rid of any potentially harmful stuff.

At first, this is what the problem was:
When I opened up IE, it would either bring up my home page (if I still had cookies, and it was the outdated version) so I had to refresh and make it connect, or it wouldn't load up at all (and refreshing the page made it connect).

Now when I try to open up the home page, it never loads up! It always says "page cannot be displayed" or the outdated page that I accessed the day before. Refreshing doesn't work. I actually have to go into the internet properties thing (I don't know what you call it, the icon on the desktop with the two hooked up computers representing the server/client) and click "dial" to get it to dial up. When I open up Outlook Express, though, it connects automatically, although I checked the box that says "use IE settings." How can I make it so I don't have to dial up manually every time?
Also, the outdated pages always load up unless I use Disk Cleanup to get rid of the cookies and pages. How can I prevent it from loading up outdated pages?

it is not that dificult: go to Internet Explorer /Tools /Internet Options / Connection , under Dial-up or Virtual Privet networks you will see you dail-up account , highlight it by clicking on it and then chose the option blow that say "Alway Dial My Default Connection" that should launch the dial -up for you every time you double click on I.E Icon.

regarding your old/new home page:
go to Internet Explorer /Tools/ setting (in Temprary Internet File Section)/ set the option for the "check for newer version of stored page" to Automatically. that should do the trick.

Wow, just yesterday that "always dial to default connection" thing was checked, for some reason it wasn't today. Thanks for reminding me.
