Question Port Forwarding

I need a little help trying to forward a port on my PC to my Web site. I have installed a web camera on my PC. The camera is hooked up to a Viewcast Osprey 100 card via RCA jack, no USB or Firewire. My system configuration is wireless board band coming down on a CAT5 that is then plugged into a D-Link DI-714P+. At this point I am hard wire straigth to my PC. I am running a program called active web cam from Py Software to gain video uplink. I am them just HTTP ing the video onto my PC which than acts as a server? When I then active the program a publish my web site I can see my video using internet explorer, however I am only looking at my local network. If I then try to test the camera setting with the active web cam software I get an error stated that the port I am trying to forward is being protected by firewall. I have turned off a firewall protection and have opened the ports on my D-Limk box. I am now thinking there must be some sort of port forwarding on XP that is blocking me for making
my camera work.
