Need Help!!!! Install New Server Behind ISP router

Hello,

I am a new to networking and I will be setting up a new server (Windows Server 2003 - Enterprise Edition) and I am behind an ISP router (SMC ADSL Barricade Router - SMC 7401BRA).

Let me give you some view of our network. First all the computers are directly to connected to the hub in which the ISP router is connected too. Each computer belongs to a certain workgroup in which some workgroup are not granted for an internet access. We do not have any domain name for our network.
WORKGROUP1 -- have internet access
WORKGROUP2 -- no internet access
WORKGROUP3 -- no internet access
WORKGROUP4 -- no internet access
WORKGROUP5 -- have internet access
....

- For a certain workgroup that have an internet access, the computer LAN TCP/IP will be set accordingly and automatically it can gain an internet access.
IP Address -- 192.168.1.5
Subnet Mask -- 255.255.255.0
Default Gateway -- 192.168.1.1
DNS Server -- 216.104.64.5
-- 216.104.64.6
Workgroup -- WORKGROUP1

- For some computer that will have the same settings as above but the belongs to the workgroup that don't have an access still can't get through the internet

Now for my main concern, I added a new computer and install a Windows Server 2003 - Enterprise Edition on it and definitely this will become a network domain. I place the information needed but still I can't get and an access to the internet as well as to the other computers in different workgroups all I can see in the Network Neighborhood is itself (the newly Windows Server 2003) but the network icon showed in the notification area that it's connected, the activity packets are all doing great meaning I am truly connected to the network but I can't figure out on what's wrong. If I'll try to look from other computer in the workgroup I can see another Group is added and that is the newly added computer but when it will be click it gives an no permission error I do understand this one since I haven't granted any access yet.

As my main concern on how I can see the whole network and gain an internet access before I can grant some access to any of the computers in the workgroup.

Is this possible? please help me figure this out and you advice will be greatly appreciated.

I guess I'd ask why you're using Enterprise Edition and NOT using Active Directory? With AD, almost all of these problems go away, and you have MUCH more control over group access to the network...

Active Directory is one of the Features under the Enterprise Edition...

Hence the reason I was wondering why you WEREN'T using it, instead of trying to keep disparate workgroups running? Active Directory is actually in ALL versions of Windows Server 2003, including Windows Small Business Server 2003...

While I won't go into the specifics of using Win Server 2K3 here (I'm no MCSE, yet), I will say that if you can't figure out AD services, you need training. Badly. I'd recommend picking up some books from MS Press or QUE on training for the MCSA/MCSE, such as the 70-290 and 70-294 (AD-specific) parts of the certifications. I also used a book titled "Inside Windows Server 2003" by William Boswell (Addison-Wesley Publishing, 2003) which I found at my local Bargain Books for $16; it covers installing and managing a Win Server 2K3 network very well.

Nice try!!! but I did install and configure the Active Directory already with all the users and groups... I guess the problem in here is on the DNS settings.
