Windows 2003 Server Home Network DHCP etc

I'm running Windows SBS 2003 with two NICs.
Here's what I would like to do:
I would like to have one network card get it's IP from my service provider via DHCP.
I would like to run a DHCP server on the other card to serve my little internal
private network.
I'm getting the the Event ID 1053 error I see referenced in many threads.
Am I forced to have a fixed IP on the external NIC if I want to run a DHCP server on the internal NIC?
I looked in the Cracker Jack box and all I got was the "lick and stick" tattoo, not the decoder ring.
