Question How do you install dos on an ibm thinkpad clean instal without windows

I was going to copy my dos files onto a floppy that are on my desktop and put them on my laptop it's an ibm thinkpad 380 ed how do i go about it and my disks only show that they have 1.38mb instead of the full 1.44 mb I'm stuck ive tryed downloading it from the internet and anything elese I could think of but my real question is can I play dos games if only dos is installed on my computer without use of windows Dos is an operating sytem isnt it?

My desktop suports the same disk drives as my laptop
