software for password protection of user accounts

I am looking for a program that would restrict access to the user accounts section of the control panel for Windows XP Home. I have a little brother for whom we need to restrict computer accesss. We allow him to use the computer occassionally, but he creates a new account for himself each time that he uses the computer. I searched download.com and found security software for the control panel, but none of the programs controlled user accounts. An ideal program would password protect user accounts or the entire control panel.

Download "Doug's Windows XP Security Console". It will allow you to deny access to a number of things, including the Control Panel.

As the information on the download page says, the free version requires you to logon to the account in which you want to set permissions. If you pay the nominal $5 registration fee, it will let you set permissions from your own account.
