All Programs scrolling question

I remember once on one of my many xp installation routines, that when I opened the "All Programs" list that the program names which extend past the bottom of the screen when the list is long, were actually continued in an adjacent vertical column instead of dropping off the bottom and requiring the mouse to sit on the little scroll arrow to bring them into view.
Does anyone know how to make this happen? I want it that way again Was it a Power Toys app or something? just can't remember

Nope!
Right click start bar, then properties, Customise, Advanced. Untick scroll programs and your away.
