Question Bandwidth reserving / prioritizing programs

Hello.

Perhaps you could know if there was a program that could set internet bandwidth span priorities?

I run a file-sharing program, an FTP server, and a browser.

So I want the browser to get at least 20 kb/s guaranteed download speed whenever it initiates a transfer, the FTP server to get all available upstream when someone's downloading off it, and the file-sharing utility would get use of all available resources only when the other two would happen to be idle.

Is there any solution?
